How can a district judge over rule the federal government in family law?

I went to court against my ex husband and he was granted rights to claim our children on his tax return. When filing my taxes the IRS asks if the children lived with me more then 6 months of the year. The answer is yes so I claimed them. Now I have been served papers to go to court. Can a district judge over rule the federal government in family law?? By the way we live in Nevada.

yes because the irs is not part of the govt an they are not law enforcement so the judge would over rule the irs
